She is an nearly-adult child of the moon that is wandering the Withered Leaves and looking for the place where she'll establish herself and will build her place, before choosing either to seek a partner [female] for reproduction or for sharing her life. She's a member of a people I created some years ago for the novel I've been writing for 3 years now (in french, that is).
As I'm nearly done with the first part, I'm starting the illustrated book before publishing it.
Those glowing things are sort of mushroom that only grows under never ending nights (no, that isn't a MLP inspiration) and are used by this people as food, lanterns and also as spice when meeting the partner with whom they'll share their lives.
As disclaimer, the children of the moon are not inspired by MLP, and I created them far before the latter generation of MLP was released. They're inspired over a friend, who was a "child of the moon", which is also a name given to the persons that were born with the xenoderma pygmentosum sickness. Exposed to UVs (sun), their skins literally "burns" and get covered with cancers cell. They rarely lives more than 15 years, as this genetic sickness is rare and impossible to cure. (Google for more infos if you need) I find the fate of "children" that are condemned to live only in the night cruelly sad and thus beautiful.
This also explain the look of decay here.
The deer horns are celtic symbols for divinity of natures and also for nature itself. It isn't really visible, but there are various celtic symbols on her body, including treskels and the symbol of the Morrigan.
